Recent Harvard University Issues

A June 4th White House proclamation summarized the current administration’s criticism of Harvard University in its execution of its several federal obligations. Those criticisms, roiling the university waters especially but not solely for international students, included:

• Harvard has not adequately met its federal Student Exchange Visa Program (SEVP) obligations to protect security interests and the safety of members of the campus community;

• The rate of violent crimes on the Harvard campus has risen dramatically in recent years, with the university failing to discipline some categories of wrongdoing;

• Harvard has maintained entangling foreign alliances through substantial foreign funding sources accumulating over the past decade and accelerating in recent years;

• Harvard has failed to adequately respond to federal information requests regarding violent crimes committed on or about campus by international students; and

• Harvard has failed to respect, preserve, and enforce the equal opportunities and civil rights of its students and faculty, triggering multiple federal investigations.

Recent Federal Actions at Harvard University

The June 4th White House proclamation accordingly took the following actions, each of which has obvious or may have subtle student impacts:

• Suspended for six months the entry of foreign nationals as nonimmigrants to study at Harvard University or participate in a Harvard exchange visitor program;

• Directed the Attorney General and Secretary of Homeland Security to study within 90 days whether to extend the suspension for an additional period.

Harvard University had previously renamed its Office of Equity, Diversity, Inclusion, and Belonging to satisfy the current administration’s demands, while the administration had already cut $2.6 billion in federal grants to Harvard and sought review and rejection of millions in federal contracts.
